First rule of culture and crime in the media: if the culture mostly votes Democrat, it receives no blame.
Actually "media" is not the right word to use here. This is popular culture. The assistant police chief is part of the culture that won't be assigning blame to any Democrat voting sub-cultures. And she is not the media. She is just a product of pop culture, who would not have her high status job if she didn't parrot pop cultural ideas about these sorts of things.

The dems will try to turn law & order into a guns issue, which sort of works for shootings like these, but doesn't work for organized looting/shoplifting/rioting/protesting.
