      It's a mess alright. I understand the Portuguese model for decriminalizing narcotics and treating drug use as a medical problem has been very successful in reducing crime and drug utilization (relying on probably 20 year old information).

      It seems that the thresholds for "small amounts" should be obviously personal use only, and still confiscatable with the user brought into a rehab process under due process, and any sales or exchange of any illegal drug should incur draconian penalties. But I don't know how the law is written or the social process is implemented.
