Unfortunately, I do not see any change. ROK has tried "sunshine policy" with DPRK, tried the opposite of that, and the result is the same.
DPRK is very smart about bending jussssssst a little bit to give you hope, and then SLAM!! Back to where you were.
From their perspective (and I believe that they truely believe it), it really is "us vs them", and if they give in even a little bit, they will be taken over. They dont see any way of it ending well for them (the elite) if they give in to ROK or the West.
