Usually the way they do it is to go out shopping, pick the one they like, and then write the bid requirements in such a way that the only one that will meet specs is the one they've already picked out.
It's illegal, but you can't do anything about it.

Yup. That is the way a lot of grants and bids work. LOL
By requirement, they have to open for bids, but they also want to give the grant or bid to one group, so as Larry and Jolly say, it is written to make it difficult for anyone else to obtain.

That is exactly how GSA contracts work. And all that falderal and wasted effort is supposed to show that the bidding is fair, when it is totally rigged.
