He's got (no) legs

I was channel surfing yesterday afternoon, and this guy (I don't know who he is) appeared on a panel ("The Five") on Fox. At the table, which sat 5 (duh) people, he was seated to my right, closest to the camera.
He has no lower legs.
First thought was, "OK, you presumably lost you legs because of an injury sustained in some war. Bless you, and thanks..."
Second thought was, "Wait. Why are you exploiting this injury? It's a horrible handicap, of course, but, why advertise it?"
Then I thought it's a fluke. Why would anyone exploit his injury.
Then, I saw this picture.

If this were me, I'd not have my suit's trousers cut this way so as to deliberately exploit my injury. I'd cuff them at my artificial ankle. I don't know what he's trying to accomplish here, but I find it disturbing.

Shorts are much, much easier to put on. Just sayin'.

Is there a chance that pant material could interfere with the working of the knee joints? I could see the material getting caught in between while sitting…
