He doesn't need an excuse. No one is calling him on it, even his recent announcement that he was invoking the defense production act. What I read is they don't even have the contract to purchase ironed out yet.
The lack of preparation for the current situation over the last year is appalling. The government has been shit, and to be honest I think the general population has been pretty shit, too.
