Silica gel and port problems...

Something I've been thinking about.... products shipped across the ocean are packed with little bags of silica gel. Silica gel can absorb moisture up to around 40% of its own weight...... manufacturers, not wanting to waste money on excessive amounts of silica gel put just enough in the product's box to keep it dry long enough to sail across the ocen.
Bit not enough to handle weeks or months of just sitting at anchor in corrosive salty humidity ..
At what point does the product inside all those containers begin to mold and/or rust because the silica gel can't handle the moisture level?
