It's more than the betting itself. It's his behavior after the fact. he put this city through a lot of grief and put himself above the game. He has continued to do so ever since.

His uniform and memoribilia are on display at the Hall, just his name is not on the roles.

Maybe for some people, it's cooler to be known as the guy who should, by all production metrics, be in the hall, but who isn't, because of some misplaced puritanical rule. Rose is certainly more famous in his current situation than he would be if he was in the Hall of Fame. I don't think the HoF writes any checks to its members.
