In the Executive branch, Eric Holder (under Obama) curbed the practice, then Jeff Sessions (under Trump) revived all of it. Now it’s Merrick Garlands’ turn (under Biden) but he has yet to make any move on this. But, really, this should be a matter of constitutional rights and laws, not a matter of discretion in execution. So Congress and the Courts need to fix this.

You are incorrect. I don't like civil forfeiture either, but what you just wrote is pure democrat spin with absolutely no truth to be found in it. Jeff sessions didn't "revive all of it". What he did was clarify it so that innocent people could better avoid it while making it tougher on criminals.
This is why democrats can't be trusted. They're a bunch of liars.
