WaPo’s ranking of “most corrupt states,” seems to go by the number of public officials getting indicted or tangled up in high profile scandals.

I think Jolly and I will disagree.
WaPo only counts if you were caught, LOL.
While New York governors are great at resigning due to scandal, Illinois governors might be the best at actually being convicted of crimes.
