Either it's a right, or it's not.

You may disagree, but SCOTUS has determined that it is.

The correct law is basically "shall issue", so I think New York law will have to change. That said, there are a lot of restrictions New York can legally do. Things like requiring safety classes, basic proficiency classes, requalification and denial of permit for various legal infractions (domestic violence, etc.).
